Is George W. Bush really dumb?

One of the many criticisms levelled at George W. Bush is that he is just plain dumb. Certainly his foreign policy decisions appear to most of the globe to be misguided and the many internet sites dealing with his history of Bushisms show a man struggling with a basic grasp of the English language.
The question is then, do these factors represent a man who is out and out dumb or simply a man who does so much public speaking and has so many journalists covering his every word that over a seven year Presidency they are bound to find material to use against him.
His detractors argue that it is the Bush family name that got him to where he is and that in effect he has his strings pulled by a group of loyal republican advisers, probably including George Snr, usually deciding on the most conservative option available at the time.
It is hard to believe in the hot house of Republican party politics that somebody, regardless of their standing within a given first family, could rise to the top as a dumb individual without tripping over the wires that a rival may have set. Cheney, Rumsfeld, Rice and others who have outwardly displayed signs of decent intellect would not want to sit back and observe if a below par candidate made his or her way through the system.
The level of funding behind candidates does indeed play a huge part in the lobbying process, just ask Hillary how much of Bill's retirement fund is going to disappear in the coming months, however there are just too many chances for so called dumb individuals to be caught out for them to make it to the top.
Regardless of what we may think about his policies or his clumsy use of the English language George W. Bush is a smarter man than we give him credit for, eight years as President of the USA will be testimony to that.

Remember that (especially in national politics) candidates are chosen by people who are so blindly partisan that their grip on reality is more tenuous than most inmates in an asylum. They are quite happy to go with a venal corrupt moron as long as he's our venal, corrupt moron.
Remember that according to Republican dogma, when one of them is quoted on TV saying insanely stupid crap it's all the fault of the Eeeevil Liberal Media Bias Conspiracy. The fact that he actually said something rock-stupid doesn't matter, so long as they can go on a rant blasting the media for reporting what our leaders say.
